It happened on The Parade in front of Kitty O'Shea's pub at around 9:15am involving a black Jaguar, silver Honda and another unknown car.
Police say the Jaguar drove onto the pavement after an argument between all three drivers. No-one was hurt.
The arrested man's been released on bail.
